ITWs disappointed with government apathy

Staff Reporter

ITANAGAR, Jan 17: As the continuing deadlock between the authorities and agitating Itanagar Traffic Wardens (ITW) entered its ninth day with authorities not being able to make any headway, the ITWs have questioned the state government's silence over the issue.

Addressing media persons at the Press Club here this afternoon, Taniang Yao, a second batch Traffic Warden said that ITWs have also approached the Chief Minister regarding the matter but there has been no response from his side till date.

While reiterating their demands which include; job regularization, enhancement of payment, end to payment deduction besides, 15 day casual leave annually and abolition of muster roll, Yao said that the government could at least absorb the 200 ITWs in the department on casual basis if not on permanent basis.

'Earlier, Capital Complex Deputy Commissioner, Sandeep Kumar Singh gave us only verbal assurance.

He asked us to either leave our job and sign an undertaking declaring that we will be re-appointed in the same department or continue with our jobs that too, without giving any written assurance. We have been denied any other option', he claimed adding that most of the ITWs are over age now and cannot apply for other jobs hence, did not accept the proposal.

'Seeking regularization of jobs after serving the state government for 6 long years, is a legitimate right of the ITWs. If the government had regularized the jobs of hundreds of SSA teachers then why cannot it regularize the ITWs', he further questioned.

The ITWs have maintained that back in 2011, when the recruitment of ITWs began the then DIGP (Traffic), Robin Hibu assured them that about 30 of them will later be absorbed in the fire brigade or the Home department based on their performance and seniority.

Tabang Yati, a first batch ITW said that the authorities have utterly failed to fulfill its assurance. 'We have submitted a total of 11 memorandums since 2013 to the authorities but there has been no positive response from their end. Moreover, the Home department has also declared that recruitment of ITWs does not come under its purview. The authority to recruit the ITWs rests with the Chief Estate Officer (CEO) only', he claimed.

The ITWs have further vowed to continue with its 'whistle down strike' until all its demands are met with.

Food processing industries can transform state’s economy: Union Minister

ITANAGAR, Jan 17: Arunachal Pradesh with varied types of agriculture and horticulture crops has huge potentials to develop food processing industries which can transform the socio-economic condition of the state, said Union Minister of State for Food Processing Industries Sadhvi Niranjan Jyoti.

The Central Government is giving special attention for development of the Northeastern region and DoNER Ministry was created solely for this purpose, the Union Minister said in a meeting on 'Arunachal Pradesh Food PRO'organized jointly the Indian Chamber of Commerce (ICC) and Ministry of Food Processing Industries, GoI at State Banquet Hall here on Tuesday.

The Union MoS was all praise for the local fruits, particularly 'kiwi' which, according to her, is much better than that of kiwis of Germany and New Zealand in both taste and quality.

Stating that Food Processing Industries contributes 13% to national growth, she said that the whole nation can be developed through food processing industries.

The four Mega Food Parks being set up in the North East would provide enough scope for promotion of this sector besides providing job opportunities to youths, she said, and assured to look into the problems and extend support from her ministry for development of the sector in the state.

Industries Minister Tamiyo Taga said that although the region has huge potential in agri-business and food processing sector, it is suffering due to insufficient infrastructure, entrepreneurship and business supporting institutions.

He informed that the state has an investor friendly industrial policy, which provides incentives to eligible food processing units as additional State Capital Investment Subsidy @20% subject to a ceiling of Rs 25 lakh.

The minister said that due to the delinking of the National Mission on Food Processing launched by the Ministry of Food Processing Industries boosting the food processing sector during the 12th five year plan ( 2012-2017) the state government is facing a committed liability of Rs 6.06 crore against 34 pending proposals.

Taking the opportunity, Taga urged the union minister to launch a similar type of scheme for boosting the sector in the state. He also advocated for setting up of micro and small industries which should be environment friendly.

The Joint Secretary of Ministry of Food Processing informed that the ministry is taking up three new schemes for creation of infrastructure in agro processing industries, backward and forward linkages for perishable produces and creation of food processing and modernization of units to reduce wastages.

Commissioner (Horticulture) Belatee Pertin called upon the entrepreneurs to come up to avail government schemes and set up industrial units.

Government cannot run industries. It can only act as facilitator for its promotion, he said, and called for promotion of food processing sector in state. Pertin also emphasized on regulation of market prices through organized sector and organic certification agency.

Tahang Taggu, Commissioner Industries requested the GoI to continue promotional support for developing food processing industries in the state.

Earlier, Madhuparna Bhowmick, Additional Director & Head of Agriculture & Food, ICC informed that food processing is one of the largest industries contributing to 13% of the country's total export.  North East region which is endowed with immense potentials of fruits, agro and other produces could emerge as significant food processing hub, she said and called for setting up of small scale local industries to tap the resources.

Taru Talo, Director Industries asked the entrepreneurs and other stakeholders to enhance their technical knowhow and derive optimum benefit of the programme.

Officials from Industries, Agriculture, Horticulture and other line departments, resource persons from Indian Chamber of Commerce (ICC), local entrepreneurs and other stakeholders attended the day-long meeting. DIPRO

APCC refutes Pema's allegation of dictatorship

ITANAGAR, Jan 17: Arunachal Pradesh Congress Committee (APCC) on Tuesday refuted the allegation of Chief Minister Pema Khandu that he was not allowed to function independently as chief minister that compelled him to quit the party.

Pema reportedly leveled this allegation against Indian National Congress during a programme at Borum which was also attended by Union Minister Nitin Gadkari.

Reacting sharply to the allegation, APCC Spokesperson Hina Camder Tok in a counter press statement said that former Chief Minister Nabam Tuki had voluntarily made way for Pema to become Chief Minister after the historic Supreme Court verdict that had reinstalled the Congress Government in the state.

"Tuki invited Pema to become leader of the Congress Legislature Party without dictation from the party high command. He made this sacrifice for the betterment of people of the state. Hence, the question of Congress dictatorship as alleged by Pema does not arise," the APCC Spokesperson said.

He also said that the merger of Pema led Govt. from INC to PPA is illegal since the matter is still subjudice at High Court.

The APCC Spokesperson cautioned the BJP leadership in the state that they should not have much confidence upon the legislators, who have recently joined their party because they have already championed the habit of changing their colours in any point of time.

Two senior IPS officers sacked for 'non-performance'

New Delhi, Jan 17:  Two senior IPS officers were sacked by the government after an extensive evaluation found them "not fit" to continue in the service due to their alleged "non-performance", an action which came after nearly two decades.

Three horse race in UP

Ahead of the crucial Uttar Pradesh election, the Election Commission of India (ECI) played a major spoilsport for BJP and BSP by declaring that Chief Minister Akhilesh Yadav is the rightful owner of his Samajwadi Party's symbol, the cycle. The 43-year-old CM for weeks has been facing off with his father, Mulayam Singh, for control of the party. Both sides earlier this month filed competing claims with the Election Commission to use it as their own, telegraphing that if needed, they would contest the election as rival outfits. The decision of ECI has given huge fillip to young CM who is seeking second term.

After the verdict of ECI, the efforts to form a "grand secular alliance" in poll-bound Uttar Pradesh went into top gear on Tuesday with the Congress declaring that it has decided to tie up with Samajwadi Party and the shape of the formation would be announced in the next two days. Ajit Singh's Rashtriya Lok Dal (RLD) is also expected to be part of this alliance. The coming together of SP-Congress and RLD has potential to unite Yadav, Muslim and section of Jat voters. It will pose serious challenge to BJP and BSP. The alliance will have added advantage of a Chief Ministerial candidate in incumbent CM Akhilesh Yadav who is still popular among the voters. His clean and pro-development image is huge bonus for the SP. All of a sudden UP election truly looks like three way race between SP, BJP and BSP. Just a month ago it looked like BJP will sweep UP but things have suddenly changed in the last few days.

Voice of contractual employees

Dear Editor,

I feel the need to raise the voice on behalf of contractual employees of the state, employed at various departments under central sponsored scheme and state government undertakings.

Though the contractual employees work with sincerity and dedication even in far away districts, their grievances are always unheard and many a times, there are allegations of irregularities.

The fact is that government institution located at every interior area of the state are under the control and administration of these contractual employees. Despite less salary, these employees have taken on the burden of serving in interior places.

The duties performed by the contractual employees always go unrecognized and unrewarded. If contractual employees seek recognition and regularization of service, the government cites financial crises.

On the other hand, politicians get expensive cars.

The time has come for Government to understand the grievances of the contractual employees of the state, to recognize and reward them by regularizing their service and by granting their legal rights or provisions-equal pay for equal work.

Yours,

Tarh Johny,

President

All Arunachal Pradesh Contractual Employees' Association

Army jawans dropped bombshells

Dear Editor,

'We are sleeping because our army Jawans are not sleeping along the Pak-Indo boarder' – a pretty clichéd sentence often goes around in the social media. Even PM Modi has confidently uttered the same words in his speeches at several occasions. But this time this “pride” has received a rude jolt. A lance Naik Yagya Pratap dropped a bombshell that has literally disturbed the sleep of a countless senior army officers. Maybe the harassment and tortures experienced by Mr. Pratap were so hard that they got out his pent-up anger and frustration. In utter desperation, he shared the u-tube video pouring out all his angst. He pointedly blamed the seniors that how they make their subordinates do their menial works, sometimes hurting their self-esteem.

No good citizen can undermine the hardship experienced by our Jawans. They are totally on toe in the most frozen and hostile terrains of the Indo-park boarder. Any moment bullet shots might pierce their heart and instantly they leave their mortal bodies. This is their life.  But the irony is that these security army men, an armor of the country, receive very inhumane treatment at the hands of their seniors. Here we can’t ignore the sacrifice of the police personnel who safeguard round-clock both urban and rural segments. They practically have no family life but often made a scapegoat for any shortfalls. Personnel

Incidentally, another BSF jawan -- Tej Bahadur Yadav spilled the beans about the quality of the food. Of course, he put himself at major risk by disclosing the poor quality and merger quantity of food provided to the infantry. His desperation is much noticed that he even exhorted the country people to spread these bitter truths across the nation. This is how fired back our daring Jawans which has quite shaken the PM office as well.

Thanks to the media and the mass support that immediately built-up. The situation has even brought the Army Chief Gen Bipin Rawat to sense. He wasted no time to order to put up “suggestion-cum-grievance” boxes at every army camp and headquarter. Now let’s pray that these two episodes will not only soften the heart of the army officers towards their juniors but also help eradicate the rampant corruptions in the defense forces. Beware big bosses; another bombshell might be dropped by another jawan!

Stop treating women as a weaker gender

Dear Editor,

It is true that I often get confused as I try to understand the meaning of morality in its practical context. Recently, while watching a TV debate which was about freedom of women as a social being pushed me back to a mental void as everything seemed to be whirling around and I, a stupid viewer unable to make out the arguments made by a religious leader who made it clear that women are not to work at night and they should not go for wrestling and play tennis and they are someone who were created by the almighty to satisfy the thirst of men. It is immaterial as to what religion did that man belong to, what matters to me the most is, he dares to define morality in public the way he wants and we remain mere spectators. The show went on and countering an argument made by a female member in the show, this religious personality dared to threaten her to be beaten in public if she did not withdraw her statement. The man who advocated morality for women till then, suddenly turned out to be a guy ready to beat a woman in public. I think it is not his religion but his male chauvinistic mind that made him to behave the way he did.

“Stigma thy name is woman” (A.Times: January 10) by Poonam I Kaushish had reminded me of these bigots who assume to be the self styled apostles of morality. Unlike any other European country, we were a nation which had expressed great respect for its women folk since from the vedic period. In our country great teachers, rulers and social reformers were ladies. When men start dictating morality for women, it should be made clear as to what should be the morality designed for men. People often rush into the streets raising slogans and candles in their hands when Nirbhayas repeated.

Shockingly, inhuman acts against women are increasing day by day and I am afraid, if men are going rampantly insensitive as they seem to be looking at women as sacks of pleasure that they can prowl upon anytime anywhere. People look upon a girl with suspicious eyes if she is alone on the road in the evening hours. When boys enjoy the freedom to go around anywhere, why the same is inauspicious for the girls? When hypocrisy running down into any social system in the name of morality, It never serves any good result.

The big question that arises across the spectrum of intelligentsia in this country is should we continue to remain a country deeply chauvinistic and unsafe for our sisters and mothers, a country where anybody anywhere anytime can prowl on a girl even in broad daylight. Especially the cities, when the government wants them to be turned into smart places for everyone to grow and prosper in freedom where multitudes of people from across the globe share their views and work.  When the constitution itself propounds equal rights for both men and women in our country, the religious fanatics dictate as to what the girls should wear and where they should go and where they should not.  Never anybody tries to elaborate the reason for which our girls are to be persecuted the way they are these days. A country with a 1.3 billion population struggles to keep pace with other countries as poverty, illiteracy and corruption delving into its system and kill all scope for the future prospects.

It is said that a woman is the full circle of God’s creation and within her is the power to create, nurture and transform.  A.P.J.Abdul Kalam writes, “The life-giving, life- preserving, the nurturing, the emotional, the compassionate, the sharing, the deep the feminine energy has been systematically neglected, belittled, bashed, humiliated, mutilated, tortured, hunted and killed by the male principle that has taken over our thinking and behavior at every level in society.” What has to change is the chauvinistic mindset of people. Everybody should be able to gain equal respect and get equal security in our country. Stringent laws have to be brought in to book the culprits of crimes on women. Schools must have martial art training programmes for every single girl child to protect herself. The education system must also propagate gender equality at every level and help the males from a younger age to understand and appreciate the importance of respecting women in a democratic society. Movies, serials and other materials depicting such chauvinistic themes must be legally discouraged. Above all we must stop treating women as a weaker gender.

Yours,

M.R.Lalu,
